The failure mode

Annuity telesales gets bolted onto a Medicare floor because the agents are already licensed for life and the leads look similar: older callers, a phone, a carrier appointment. The script does not survive that. A TPMO disclaimer does not tell a reviewer whether the agent explained a surrender schedule. An election-period check does not tell them whether the money came from a qualified account.

Medicare was the first vertical because CMS marketing is the densest rule set we had to model. Annuities are dense in a different place. The density is suitability and the illustration, and the clock runs longer. A plaintiff can argue from an illustration shown years earlier. Retention should follow the carrier's requirement plus the buffer your counsel sets. Do not inherit the Medicare queue's retention because it was already filled in. The same point is made for indexed universal life in the IUL suitability article. Annuities deserve the same separation.

The ruleset you write

State suitability and best-interest standards are not identical, and this page is not a summary of them. Confirm the questions with compliance before you publish the scorecard. The engine can check the ones you list. A practical annuity scorecard usually includes:

  • Agent identification, license, and recording disclosure.
  • The product type named out loud: fixed, indexed, or multi-year guaranteed. Not "a safe place for your money" with the type left out.
  • Horizon, liquidity, and the surrender charge in the years the caller might need the money.
  • Source of funds, including whether the premium replaces an existing annuity or life policy.
  • How the illustration was described: guaranteed values versus non-guaranteed values, and that the agent did not promise a rate the illustration does not guarantee.

NAIC materials are the right starting library for the state standard. AgentTech does not ship those questions pre-answered for all fifty states.

The routing key

Offer the call to an agent with the life license in the caller's state, the annuity line of authority if the state lists it separately, and the carrier appointment for the product on the lead. A final expense skill or a Medicare Advantage certification should not satisfy the route. Language and call caps work the same way they do on every other queue.

Outbound annuity campaigns still sit under the TCPA. Consent, the internal DNC, and the calling window are the shared floor. They are not a substitute for the suitability questions.

What the dialer does not do

It does not illustrate, calculate an income rider, or issue the contract. The carrier's system does that. The agent works the call in AgentTech and the illustration beside it. AgentTech 360 Quote and Enroll includes fixed, indexed, and MYGA annuities for tenants on that platform. It is not a reason to score the call with the Medicare template. Variable annuities are outside this page.

The in-call coach can prompt the next suitability question from your script. Post-call scoring flags a missed question on the recording. Neither one declares the sale suitable. A person does that. See the life dialer for term and permanent life, which should also be its own queue, and the any-line dialer for how the queues share an account. Seat price is on pricing.

Indexed and MYGA should not share a script

A multi-year guaranteed annuity is a stated rate for a stated term. An indexed annuity is a crediting method tied to an index, with a cap, a participation rate, or a spread that the illustration has to show as non-guaranteed. Agents who use one script for both products slide the guaranteed rate language onto the indexed contract. Give them two campaigns if you sell both. The disposition can still read "illustrated" on either one. The scorecard question is different: "stated the guarantee period" versus "separated the guaranteed value from the illustrated value."

Replacement of an existing annuity adds a source-of-funds question and a surrender question. The contact should store the existing carrier, the approximate surrender charge the caller reported, and whether the new premium is qualified money. The dialer will not calculate the charge. It will keep the answer next to the recording so a reviewer is not reconstructing the call from memory a year later.

Nurture is normal here. A disposition of "not now" should schedule the callback and stop the power dialer from treating that person as a fresh lead tomorrow. That is the operational difference from a Medicare inbound queue, where the election window, not the relationship, sets the pace.
